Urban transportation, at the core of the city organisation
The history of urban public transport has seen a marked evolution, starting with trams in the 19th century and progressing to the introduction of buses. However, the 20th century saw major changes with the advent of metros and Regional Express Networks, and the return of tramways. These underground modes of transport have transformed urban mobility, offering speed and efficiency. More recently, autonomous cars have appeared on the scene, symbolising a new era of mobility, focused on automation and technological innovation, promising to radically reshape the future of public transport.
Our skills are based on the hazard risks analysis that users of public space potentially run when traveling near a transport system. We assess the level of safety relating to the Urban aspects of guided public transport based on our various experiences.

Integrated control of public transport safety (tramway, BRT,…)
This field of activity calls for the same skills as those which are accredited, but the approach is different. Indeed, this type of mission no longer places us only in the position of evaluator but also of assistance to project owners in mastering the design of their projects. This type of mission allows greater involvement in the design of projects and the search for solutions to cover the risks identified in connection with the urban insertion of the transport system.
Safety diagnosis of guided public transport systems
This activity makes use of the skills and experience acquired in the field of expertise in guided public transport systems. This is based both on the analysis of the events (accidents or near accidents: emergency braking) of a network and on the analysis of the potential risks induced by the environment. Indeed, the analysis of the accidentology and emergency braking of the past years makes it possible to identify the places at risk of a network. These are then studied to identify, for each location, the risk factors and solutions that can be implemented to deal with them.
The diagnosis is then a management tool for planning changes based on the assessment of the safety of the urban insertion of guided public transport.
CERTIFER Skills
Certifer is an Approved Qualified Organisation (AQOs), which can work on guided public transport systems.
CERTIFER specializes in evaluating guided public transport systems in compliance with the French Transport Code. Legislation mandates AQO participation in the assessment of these systems. The March 30, 2017 decree outlines CERTIFER’s role, specifying requirements and conditions for conducting assessments and certifications. The Minister for Transport designate CERTIFER as a qualified organisation to conduct safety assessments for the design, implementation, and operation of guided public transport systems, or assess design safety or implementation of substantial modifications in a specific technical field.
The decree provides for the “overall” safety assessment, as well as 5 technical areas:
1. Infrastructure
2. Rail control-command and signalling
3. Energy
4. Rolling stock
5. Urban insertion
Beyond these technical domains, AQOs conduct a “global” assessment, evaluating organisational, methodological, and technical aspects to ensure the safe development of the entire transport system, considering environmental constraints. This includes various urban transit mass transportation systems like metro, tramways, suburban lines, secondary lines and touristic lines.
