Description
The railway line n°515000 linking Nantes to Saint-Nazaire crosses an area exposed to industrial risks in the French city of Donges, which includes three SEVESO sites. The project to bypass the industrial sites of Donges by rail has 3 main objectives: reducing the exposure of the railway line to industrial risks, the perpetuation of the activity of the refinery and the adjoining sites (including Nantes – Saint-Nazaire Port), improving access to the Donges rail service.
The selected project plans to create a new rail line of about 4 km to bypass the industrial sites and serve the new town of Donges. It also includes a reorganization of the service of 2 dedicated tracks.
The line will be operated at 160 km/h, electrified in 2x25kV (use of V200 catenary) and equipped with Automatic block signaling (ABS). A new station (2 lateral platforms) and 2 road bridges will be created by the project. The commissioning of the line is planned for 2021.

In this context, CERTIFER carries out a NoBo service to check for compliance with the following Technical Specification for Interoperability (TSIs): Infrastructure, Energy, Persons with Reduced Mobility (PRM) and ControlCommand and Signalling (CCS – limited to GSM-R and Train detection).
In addition, CERTIFER carries out an AsBo service to assess the project’s compliance with the CSM regulation (Commission implementing Regulation No 402/2013 of 30 April 2013 on the common safety method for risk evaluation and assessment and repealing Regulation (EC) No 352/2009) and a DeBo service to assess the project’s compliance with French Notified Technical Rules.
