The Thomson-East Coast Line (TEL) is to be designed and operated as a fully automatic 4-car driverless Rapid Transit System (RTS).
The TEL Stages 1 to 3 will be fully underground with a route length of approximately 30 km and 22 stations (with 6 interchange stations), and an at-grade depot located at Mandai. The TEL will have an initial fleet of 53 Trains and 10 battery-electric locomotives.
The TEL Stages 4 & 5 is an extension of the TEL Stages 1 to 3. Beyond Marina Bay, the TEL will extend eastward. It will be fully underground with a route length of approximately 13km and 10 stations, and an at-grade depot. It will include an additional fleet of 38 Trains and 4 battery electric locomotives.
The TEL Stages 1 to 5 are planned to be operated as one line to provide seamless North- South and East-West connectivity. The Signalling System and PSD are composed of the following main sub-systems: Urbalis 400 (CBTC and Computer-Based Interlocking), Data Communication System (trackside and onboard equipment), ICONIS (MS – Signalling Maintenance System and ATS – Automatic Train Supervision), various signaling equipment (in station such as Emergency Stop Plunger and trackside such as eurobalises and track circuits), and Platform Screen Doors based on STEE PSD Product.
The commissioning will be done in 5 stages until 2024. The first phase for TEL1 opened for passenger service on 31 January 2020.

In this context, CERTIFER is involved as the Independent Safety Assessor for the Specific Application of the Signalling System and PSD to assess its compliance with CENELEC standards.
